Social Access Loan and Conventional Loan: What They Offer, and What They No Longer Offer
The PAS caps the interest rate; it no longer opens access to the APL for buyers. What remains, what closed and by which text, what the scheme leaves unchanged.
The conventional loan and the social access loan are primary loans with a capped interest rate, distributed by institutions that have an agreement with the State; the latter adds income conditions and a State guarantee to the lender. The social access loan no longer grants the right to the personalised housing assistance, except for a transitional window in the existing housing stock, and neither loan reduces the acquisition costs.

Key points
- The social access loan is a conventional loan subject to income conditions and a State guarantee provided to the lender.
- These are interest-bearing loans, not grants: the word social refers to the convention of the scheme, not a free benefit.
- The social access loan no longer grants the right to the personalised housing assistance, except for a transitional window reserved for the existing housing stock in certain municipalities.
- The convention of the loan does not reduce the acquisition costs of the property in any way: transfer duties and notary fees remain due as usual.
- Not all institutions distribute these loans, and their interest rate cap is not necessarily lower than what a freely negotiated loan obtains.
The social home purchase loan continues to cap its interest rate, but it no longer grants the home purchase housing benefit for new transactions. Build your budget without it. Other aids: aids, zero-interest loan and local schemes.
Conventional loan, social home purchase loan: what distinguishes them
Two main loans with a capped interest rate, distributed by conventional institutions. The social home purchase loan adds an income ceiling and a State guarantee to the lender.
- They are loans, with interest, not grants.
- The State guarantee protects the lender: it more readily accepts your application.
- Income just above the ceilings? The conventional loan retains the capped rate, without income conditions.
What these loans still offer
A capped interest rate
Check the ceiling for the month and its date, for your term and your type of rate. This is not the usury rate, which applies to the annual effective global rate of all loans: the usury rate.
Regulated fees, possible complementary loans
Application fees and guarantee are regulated. The loan can be combined with a zero-interest loan and an employer loan: home purchase aids.
The three schemes, side by side
| Unsecured loan | Regulated loan | Social access loan | |
|---|---|---|---|
| Income ceiling | None | None | Yes, by zone and by number of occupants |
| Interest rate ceiling | The usury rate only | A regulatory ceiling specific to the product | The same ceiling as the regulated loan |
| State guarantee to the lender | No | No | Yes |
| Property concerned | Free choice | Principal residence, subject to conditions | Principal residence, subject to conditions |
| Who distributes it | Any institution | Only regulated institutions | Only regulated institutions |
| What you must do to obtain it | Nothing in particular | Request it by name | Request it by name, and provide income details |
Which properties do these loans apply to?
To your future principal residence, whether new or existing. Existing properties must meet habitability standards, sometimes after renovation work: the bank will verify this.
Have the eligibility of the property confirmed in writing before the preliminary sale agreement. Letting the property or a quick resale will conflict with the clauses of the loan offer.
What they no longer provide: personalised housing assistance for home purchase
A social access loan signed today no longer entitles you to personalised housing assistance (APL). A budget that still includes it is incorrect every month, for the entire duration of the loan.
A window remains for an existing property, in a municipality designated by decree, if the loan was signed before the date set by law. Enquire with the CAF or the ADIL.
Income ceilings: where to find them
Do not copy those of the zero-interest loan (PTZ). Ask the bank which scale it applies, and which reference taxable income it takes into account.
Acquisition costs do not decrease
Transfer duties, notary fees and taxes are payable as for any purchaser.

Request them specifically
Not all banks are under a regulatory agreement, and those that are do not necessarily highlight this. The cap is not necessarily the lowest rate: request a proposal under the regulatory agreement and a free-market proposal, with identical term, security and insurance.
Without a down payment, the regulatory agreement weighs most heavily: buying without a down payment.
