PTZ 2026 in Lyon: what you can actually finance in Zone A
In Lyon, the PTZ finances new-build properties, not existing ones. Retained income, basis, proportion, deferral: what you can actually finance in Zone A.
Lyon is in Zone A. The zero-interest loan finances a new-build property there, subject to income conditions, never an existing property, regardless of the works carried out: existing properties are reserved for less tight zones. Its amount is not a fixed sum: it is a proportion applied to a capped operation cost, which excludes notarial deed fees and registration duties. It must necessarily be combined with at least one other loan.

Key points
- Lyon is in Zone A, the most favourable in the zoning: the income and operation cost ceilings are the highest there.
- The income retained for the PTZ is the higher of the household's taxable income and the operation cost divided by a regulatory divisor.
- The basis of the PTZ excludes notarial deed fees and registration duties, contrary to what consumer-facing simulators display.
- In Lyon, no existing property qualifies for the PTZ, regardless of the works carried out: existing properties are reserved for less tight zones.
- The transfer of the PTZ to a new property in the event of a resale is not a right: it is assessed and may be refused by the lender.
In Lyon, the zero-interest loan finances new-build properties, not existing ones. The city is in Zone A: the highest income and cost-of-operation ceilings, but no existing property qualifies for it. Here is what the zero-interest loan finances in Lyon, and on what basis.
Is Lyon eligible for the PTZ, and in which zone?
Yes, in Zone A of the A bis / A / B1 / B2 / C zoning: the highest income and cost-of-operation ceilings.
An “A bis” table also applies to Lyon. The surrounding area must be verified commune by commune: the PTZ for existing properties around Lyon.
Which income is taken into account for a PTZ in Lyon?
A reference income, compared against a ceiling based on the zone and the number of occupants. This is not always your taxable income.
The income taken into account is the higher of your reference taxable income or the cost of the operation divided by a statutory divisor.
Le revenu retenu est le plus élevé des deux montants : revenu fiscal de référence du ménage, ou coût total de l'opération divisé par ce diviseur.

Buying at a high price with modest income may therefore change your bracket.
The taxable income is that of the second-to-last year before the loan offer: for an offer issued in 2026, the income from 2024. All future occupants are counted: a couple not in a civil partnership adds their two incomes together.
How much PTZ can you obtain in Lyon?
A proportion applied to a capped transaction cost, then limited in relation to other loans.
Deed fees and registration duties are not included in the assessment base. Hence the always necessary down payment: does the PTZ count as a down payment.
Since 2025: the type of building fixes the proportion, full for new collective housing, reduced for a new house.

The following are exempt from the reduced scale:
- shared ownership;
- social home ownership with reduced VAT;
- the solidarity real lease;
- offices converted into dwellings.
A worked example: a three-room new-build flat in Lyon in 2026
A couple with one child, a 2024 reference taxable income of €48,000, buys a €300,000 three-room new-build flat in a collective building: their PTZ would reach approximately €108,000. For a new house at the same price, approximately €54,000.
| Calculation step | Example value |
|---|---|
| Occupants | 3 people, under the income ceiling for Zone A |
| Income taken into account | €48,000, higher than the price divided by the legal divisor (approximately €33,300) |
| Income divided by the family coefficient | approximately €26,700, i.e. the second bracket |
| Transaction cost taken into account | €270,000, the Zone A ceiling for 3 people, instead of €300,000 |
| PTZ, new flat in a collective building | proportion of the second bracket, i.e. approximately €108,000 |
| PTZ, new house | reduced proportion of the second bracket, i.e. approximately €54,000 |
Estimate, without the value of an offer. Calculation of 29/10/2026 based on the ceilings, coefficients, brackets and proportions displayed above; the lender verifies each condition with supporting documents.
The €30,000 above the ceiling is financed by the main loan, and the deed fees remain to be covered by the down payment.
Why is the PTZ impossible for older properties in Lyon?
Older properties are only eligible in areas with low housing demand, provided renovation works are carried out. Lyon is in Zone A: no older apartment qualifies there.
| What you are buying | Where the PTZ is available | Additional condition |
|---|---|---|
| New property | All zones, including Lyon | No zone condition; the type of building determines the percentage |
| Older property | Only in the least pressured municipalities: not A bis, not A, not B1 | Minimum improvement works programme, with an energy performance target to be met |
- An older property in Croix-Rousse or Monplaisir confers no entitlement, even with works.
- New Lyon property becomes competitive again: interest-free aid, reduced fees, no works required.
- The periphery is quantified: older properties around Lyon.
For older properties, the minimum share of improvement works amounts to 25,00 % () of the total cost of the operation.
How long does it take to repay a PTZ, and from when?
A possible deferral period, followed by amortisation. The more favourable your tranche, the longer the deferral period.
The total duration cannot exceed 300 mois (), and the deferral period, where it exists, does not fall below 24 mois ().
See the PTZ and the debt-to-income ratio.
Does the PTZ fund a VEFA, a house, or a joint real lease?
Yes, for all three: a standard new-build VEFA, a new house at the reduced rate, and a joint real lease at full shares.
- Principal residence: an occupation of at least 8 mois () per year, except in the limited cases provided for.
- First-time homebuyer: not having owned your principal residence during 24 mois () before the issuance of the loan offer.

Combine the PTZ with other loans to increase it
The PTZ relies on at least one other loan, with a contracted institution. It can be combined with a main loan, a social home loan, an employer loan, and local grants.
Capped relative to other loans, it increases with an employer loan or a local grant: the PTZ and the debt-to-income ratio, the grants from the Métropole, the Action Logement loan, the PAS or the contracted loan, then the smoothing.
What happens to the PTZ if you sell before the end?
The sale makes it repayable. A transfer to a new principal residence can be requested, and the lender may refuse it.

Short-term horizon? The PTZ should not determine the purchase.
Mistakes that cause you to lose the PTZ
- A preliminary sale agreement on a former Lyon property, relying on the PTZ.
- A PTZ calculated on the price including fees.
- The minimum income threshold overlooked.
- The loan offer issue date not monitored.
- A rental, even seasonal, outside the authorised cases.
