The Lyon market and its financing
Reading a mortgage rate: nominal, APR, usury threshold, and the gap between Lyon and the regions
Nominal rate, APR, TAEA, average effective rate, usury threshold: what each figure covers, where to read the official reports, why yours will differ.
No “current rate” for Lyon is published here: a displayed rate describes a typical application and expires within a few weeks. The official reports are those of the Banque de France, to be read at their source and with their date. The nominal rate only remunerates the capital; the APR adds insurance, fees and guarantee, and the usury threshold caps it. Yours will depend on the down payment, the term, the income and the property financed.

Key points
- No “current rate” is published: a displayed rate describes a typical application, and it expires within a few weeks.
- Three families of measures coexist without being measured the same way: the average rate of the Banque de France, the series of new loans and the private barometers.
- The “excellent” column of a barometer describes a profile of application, not a negotiation target: down payment, term, stable income, residual savings.
- The usury threshold is the legal ceiling of the APR, insurance included: a refusal for exceeding it is not negotiable, only the structure of the application corrects it.
- The lowest rate is not always the best choice: an imposed insurance, an absence of flexibility or a too-long delay can cost more.
A displayed rate is not an offer: it is the summary of a file that you do not see. Read the official statements and compare on the correct line before addressing the Lyon market and its financing.
Where do property rates stand in Lyon at the moment?
The official statements from the Banque de France are read at their source, with their date. Your rate, however, depends on your file.
Should you wait? See the analysis of six- and twelve-month scenarios.
Is there a single “market rate”?
No. Three measures coexist: the average effective rate of the Banque de France, the series of new housing loans, and the private barometers.
- The average effective rate: recorded each quarter, including fees and insurance, it sets the threshold for usury (banque-france.fr, usury rate). The notice in the Official Journal is authoritative.
- New housing loans: each month, excluding insurance. This indicates the trend, not your rate.
- The barometers: selected files. The Housing Finance Observatory of Crédit Logement/CSA (lobservatoire.creditlogement.fr) tracks guaranteed files.
Never mix two sources in the same table.
What does an “excellent” rate in a barometer really mean?
The rate for the strongest files: high down payment, short term, stable income, retained savings. A profile, not a target.
The five parameters behind the column
- The down payment, and its nature: see the personal down payment.
- The term, in tranches.
- The stability of income.
- The residual savings, often the most discriminating criterion.
- The counterparty requirements: domiciliation, placed savings, associated products.
Nominal rate, APR, TAEA: what is being compared?
The nominal rate remunerates the capital. The APR adds insurance, fees and charges. The TAEA isolates the insurance. Nominal rate versus APR is ex-tax versus all-inclusive.
Compare using the European Standardised Information Sheet: the three rates are listed side by side.

Insurance, the most poorly compared variable

Over a long term, the difference in insurance often weighs more than the difference in the nominal rate. Compare only APRs, with equal term, instalment amount and guarantee: see the APR.
What is the usury rate and what is its purpose?
The legal ceiling for the APR (Article L. 314-6 of the Consumer Code), published in the Official Journal by category. No loan offer may exceed it.

It follows the market with a one-quarter lag: read it on the Bank of France page.
- The term fixes the category: a few months change the threshold.
- The threshold targets the APR: insurance, guarantee and fees block, rarely the nominal rate.
- An excess cannot be negotiated: change the structure of the file.
See does the usury rate block your file?
Is there really a rate gap between the regions?
Yes, modest: the mutualist regional banks set their grid. Your file almost always weighs more heavily than the region.
Why will your rate be different from the displayed rate?
Six parameters distance it: down payment, term, income, retained savings, counterparties, and the property financed.
The bank also takes the property as security: see prices by district. At a variable rate, the clause decides: see the variable rate loan, what the clause says.
Should you choose the bank with the lowest rate?
Not necessarily: its counterparties sometimes cost more than the gap gained. Judge the total cost.
- Imposed insurance: the gain melts over the term.
- Rigid clauses: modularity, transfer, early repayment.
- Delay too long compared to the deadline of the preliminary sale agreement.
The intermediary's remuneration enters into the APR.
