The Lyon market and its financing · Comparison

Buying in the Vallons du Lyonnais: what leaving the Métropole changes for your financing

Brindas, Grézieu-la-Varenne, Vaugneray and five other communes: zero-interest loan, transfer duties, planning, council tax. What leaving the Métropole changes.

Buying in Brindas, Grézieu-la-Varenne or Vaugneray rather than in the Lyon Métropole does not change the lending rules and does not open up the zero-interest loan for older properties: these three communes are in Zone A. What changes: the local authority that votes on transfer duties and council tax, the planning scheme, which has become communal, and local grants.

Key points

  • The Vallons du Lyonnais bring together eight communes in the Rhône department, outside the Lyon Métropole: the bank applies the same lending rules there.
  • Leaving the Métropole does not open up the zero-interest loan for older properties: seven of the eight communes are in Zone A or B1, only Yzeron is in Zone C.
  • Transfer duties fall under the Rhône line outside the Métropole, voted separately, which currently displays the same rate as that of the Métropole.
  • Each commune has its own local planning scheme: the Métropole’s PLU-H does not apply there, a rule read in Brindas does not apply in Vaugneray.
  • The Yzeron flood prevention plan, however, does not stop at the boundary: it names six of the eight communes.

Buying in Brindas, Grézieu-la-Varenne or Vaugneray means leaving the Lyon Metropolis: the lender applies the same rules. What changes is the zero-interest loan, town planning, flooding and the council tax. See also the Lyon property market.

The eight communes of the Vallons du Lyonnais

Brindas, Grézieu-la-Varenne, Messimy, Pollionnay, Sainte-Consorce, Thurins, Vaugneray and Yzeron. According to INSEE (reference date 1 January 2026), they form the Vallons du Lyonnais intercommunal structure, in the Rhône department outside the Metropolis.

Craponne, Francheville, Saint-Genis-les-Ollières and Marcy-l'Étoile are in the Metropolis; Chaponost belongs to the Vallée du Garon. Check the commune, never the area (Metropolis side: Craponne).

PTZ in the existing housing stock: only Yzeron is eligible

For existing properties requiring renovation, the PTZ is restricted to Zones B2 and C. The official zoning document dated 26 June 2026 classifies Brindas, Grézieu-la-Varenne and Vaugneray in Zone A, four municipalities in B1, and only Yzeron in C.

Municipality Zone in the 26 June 2026 document PTZ for existing property with works
Brindas A No
Grézieu-la-Varenne A No
Vaugneray A No
Messimy B1 No
Pollionnay B1 No
Sainte-Consorce B1 No
Thurins B1 No
Yzeron C Possible, subject to conditions

In Yzeron, the zone alone is not sufficient: the works, performance and income are taken into account (the PTZ for existing property around Lyon). For new-build properties, the zone determines only the lending budget and the loan amount (Zone A).

The zoning is revised by order: please verify it for each project.

Transfer duties: same rate, different vote

The Vallons fall under the “Rhône (excluding the Lyon metropolitan area)” line of the DGFiP. In the table of 1 June 2026, it displays the same rate as the line “Lyon metropolitan area”.

Therefore, do not choose a municipality for its fees. The calculation: transfer duties and purchase costs.

Town planning: one regulation per municipality

Each municipality has its local land-use plan; the PLU-H of the Metropolis does not apply. A rule read in Brindas does not apply in Vaugneray.

Extension, swimming pool, subdivision: request an urban planning certificate before calculating costs. It is free and states whether the project is feasible, and the bank finances works that are authorisable (the house with land).

Yzeron floods: six municipalities concerned

The prevention plan approved on 22 October 2013 covers Brindas, Grézieu-la-Varenne, Pollionnay, Sainte-Consorce, Vaugneray and Yzeron, as well as Craponne or Tassin-la-Demi-Lune. Messimy and Thurins are not named in it.

  • Even outside a flood zone, any impermeable surface must be compensated: a driveway or a swimming pool may require a retention structure.
  • A ten-metre setback from the banks is required to build.
  • The plan overrides the land-use plan.

The exact zone of the property and the prescribed works are stated in the risk statement.

Council tax: voted by the municipality and the inter-municipal community

According to the DGFiP, six out of eight municipalities have not changed their rate from 2021 to 2025. Vaugneray increased it in 2023 and 2024, Yzeron in 2025, and the inter-municipal community in 2025. There is no GEMAPI tax on built-up land.

A rate does not indicate an amount: ask the seller for their latest notice (reading a council tax notice; rates on data.economie.gouv.fr).

Houses, and two cars

According to INSEE (2023 census), houses are the majority in the eight municipalities: approximately six in ten dwellings in Grézieu-la-Varenne, and nearly eight in ten in Sainte-Consorce.

  • The property: the land, works and property surveys must be prepared before the loan offer.
  • Journeys: approximately half of households have two cars or more. A car loan weighs on your outgoings: settle it before the application.

The Métropole’s grants do not follow you

They depend on the municipality of the dwelling: do not count on the schemes in the Métropole’s reference framework in Brindas or Thurins. Ask the town hall and the inter-municipal community; national grants remain available. Renovation: the ALTE of the Rhône (France Rénov') provides free advice, and the green loan provides funding.

Before your loan offer: four documents

Debt-to-income ratio, term, down payment: none of these depend on the municipality. Gather:

  • the municipality’s line in the zoning binder;
  • the planning regulations for the plot;
  • the risk assessment;
  • the seller’s latest council tax notice.
