The Lyon market and its financing
Mortgage in Écully: how the municipality affects your financing
Are you looking for a mortgage intermediary in Écully? Zero-interest loan in Zone A, purchase costs, council tax, rents in a tight market, risks.
A bank applies the same lending rules to a purchase in Écully as elsewhere. The municipality changes the framework around the loan: a zero-interest loan is possible for new-build properties but not for older ones, transfer duties under the Lyon Metropolis, council tax, and rents whose evolution is regulated in a tight market.

Key points
- In Écully, the bank applies the same lending rules as elsewhere: the municipality does not affect the debt-to-income ratio or the term.
- Écully falls under the Lyon Metropolis, which votes on the departmental rate for transfer duties and holds the local urban planning and housing plan.
- The municipality is in Zone A: a new-build property may qualify for a zero-interest loan, but an older property with renovation works does not.
- The council tax rate voted by the municipality has remained the same from 2021 to 2025, but the assessment also depends on other components.
- Écully is in a tight market: there is no reference rent as in Lyon, but the evolution of the rent is regulated from one tenancy to the next.
In Écully, your borrowing capacity is calculated as it is everywhere. The address changes what remains around it: the PTZ, purchase costs, council tax, rental income, and renovation works. The context is on the Lyon property market, the structuring in financing a purchase in the Lyon west or in Villeurbanne.
What does Écully change in your loan application?
Nothing regarding what you can borrow. Everything regarding what you will have to finance, or what the property will yield.

Lyon Metropolis: costs and aid are decided there
Écully belongs to the Lyon Metropolis. It is the Metropolis that votes the transfer duties and provides local aid.

Town planning: the PLU-H map is authoritative
The rules are to be found in the PLU-H of the Métropole, not in a municipal document.
Extensions, storey additions or subdivisions are assessed according to the zoning of the plot, and the bank only finances what is authorised. Then incorporate the works into the loan or read house with land: what the bank reads.
Can a purchase in Écully benefit from the zero-interest loan?
In new-build properties, yes, subject to income conditions. In old properties to be renovated, no: Écully is in Zone A.

In new-build properties, the zone determines the caps and the amount: the zero-interest loan in Zone A. Long-term project? The classification can be revised before the loan offer.

Council tax: request the seller's opinion
The municipal share has not changed from 2021 to 2025, according to the DGFiP. The other lines of the notice have.
Syndicate fees, waste collection and the GEMAPI tax have varied. The amount depends on the property's rateable value: data.economie.gouv.fr, read the notice and your municipality's rate. The lender includes it in your affordability calculation.
Should you account for rent control when renting out a property in Écully?
Not the one for Lyon. But Écully is in a tight market zone (decree no. 2013-392): the rent does not rise freely between two tenants.
The reference rents of Lyon's rent control do not apply here. The lender accepts a rent supported by a lease or a documented valuation. Nearly half of the dwellings are rented out: financing a rental investment.
Risks: read the risk statement before the loan offer
The seller provides it from the first viewing. Écully is outside the flood prevention plan for the Yzeron; the rest is read property by property.
Five points to settle before signing in Écully
- New build or existing property: the PTZ depends on it.
- The purchase costs, whether it is your first purchase or not.
- The latest council tax notice.
- The plot regulations and the risk statement, before any quote.
- For renting out, a supported rent, in a tight market area.
The rest does not depend on the municipality: the order in which the bank reads a file.
